The portfolio represents the largest concentrated multifamily revitalization in Oak Cliff in over 50 years, achieved with zero resident displacement.
Barrett is a recognized voice in Opportunity Zone policy and implementation. He is a member of the Economic Innovation Group (EIG), the bipartisan research and advocacy organization that conceived the OZ program. Barrett has participated in U.S. Treasury working groups focused on Opportunity Zone regulation, contributing practitioner perspective to the development of rules governing QOF compliance, substantial improvement tests, and the evolution of OZ 2.0 legislation.
